The project involved digital mapping and the preparation of a regional and Integrated Strategic Urban Development Plans for Meru town (Meru county council and Meru Municipal council). The project was commissioned by the Office of the Deputy Prime Minister and Ministry of Local Government and was completed in 2013. The planning area covered an area of approximately 120Km2.
The plan is a long term plan which covers a period of 20 years as from 2011-2030. The plan has a number of outputs which include the following:

- 14 Action Area Plans
- 4 Informal settlement plans
- Subject plans namely:
- Transportation Plan
- Economic Investment Strategy
- Cultural and Heritage plan
- Disaster Management Plan
- Culture and Heritage Plan
- 11 no. Planning policies i.e. policy on outdoor advertising, parking policy, policy on change and extension of use, Education planning policy, policy on comprehensive developments, landscaping and greening policy and policy on petroleum outlets
- A Digital Topo-cadastral plan
